The writer, Maria Vladimirovna Zakharova, is the Director of the Information and Press Department of the Ministry of Foreign Affairs of the Russian Federation. She published the linked article this morning on Telegram, which is a Twitter-like service based in Dubai.

The timeline looks accurate to me, although there are a couple of events I would not have thought to associate with the biological facilities in Ukraine.

As this is a developing story, perhaps some clarity will begin to emerge in the near future.

When you get the chance to listen to a smart person with relevant experience, you should take it. The exemplar in this case is Chas Freeman, the interviewee in the video. Wikipedia has an article about him where you can learn something of his background.

I suppose Mr. Freeman might be a Putin puppet, but I doubt it. I disagree with him that Putin has made substantial mistakes in invading Ukraine, but I am eager to promote many of his other observations on the Ukraine crisis. Hence the sharing of this video.

On the question of Putin’s substantial mistakes, I say time will tell.

I’ve been warned more than once lately that Russian propaganda cannot be believed. In fact, I’ve been told that any information that seems to support a Russian propaganda talking point must be rejected out of hand, because — tautologically — all information that isn’t anti-Russia is automatically pro-Russia.

I am sharing the instant article because it illustrates the use of propaganda by an enemy of Russia. And I am doing this, in turn, to make a point.

The point, simply, is this: Propaganda is propaganda.
