The writer, Maria Vladimirovna Zakharova, is the Director of the Information and Press Department of the Ministry of Foreign Affairs of the Russian Federation. She published the linked article this morning on Telegram, which is a Twitter-like service based in Dubai.
The timeline looks accurate to me, although there are a couple of events I would not have thought to associate with the biological facilities in Ukraine.
As this is a developing story, perhaps some clarity will begin to emerge in the near future.

Uh, don’t hold your breath. This is an obvious and desperate propaganda piece. It is NOT a developing story.
That this is propaganda nonsense is made clear with the early reference to a “truly diabolical plan” by “US political elites.” A “truly diabolical plan” to do what? The piece never says but it does put Covid-19 in the timeline for some reason.
Personally and FWIIW, I find it odd that anyone would seek out and share such material on a daily basis. Is it that with Donald Trump re-affirming his admiration for Putin and other brutal dictators last week, his followers feel they must continue to spread enemy propaganda?

I find it odd that the U.S. military has biological research facilities all around the world. Assuming they are dangerous, it seems like a lousy way to treat the people live near them.

The involvement of “US political elites” is stated as a fact. What their “diabolical plan” for that involvement might be is not stated. Covid-19 is hinted at. Is THAT the “diabolical plan?”
Of course, the whole piece is based on Russian LIES. There is no biological weapons program in Ukraine funded by the United States. The facility in question has evolved from its role under the USSR to become a center for the study of the viruses of pigs and wild boars. Those animal viruses are economically significant in that part of the world. And none of them sicken humans. The main one – African Swine Flu – has never been found in this country.
These facts are widely available from a variety of reliable sources so why would you prefer a piece straight out of the Russian “Information” Ministry?

The story in NYP quotes Russian sources using that word. That’s it. You may not know this, but “facts” provided by Russia are not automatically true.

Uh, what has this quote from the article have to do with their being a MILITARY bioweapons program in Ukraine.
I know of no reason to dispute the fact that Hunter Biden’s investment group made that legitimate and lawful $500,000 investment in that San Francisco research company nor do I dispute that a small amount of money flowed from that company to a research organization in Ukraine. Scientific research is an international endeavor.
So what?
Russia is still LYING that the “US political elite” are engaged in a “diabolical plan” somehow related to MILITARY bioscience.

I find this business of financing dangerous research in foreign countries concerning.
Moving dangerous research to countries where there are less stringent controls might be cost effective but some idiot somewhere in a less than perfectly secure lab might start tinkering with bat viruses.

The money invested by our DoD in the Ukraine was to make research, controls, and containment at an EXISTING institute safer. And, by all legitimate accounts, it succeeded in that purpose. I do not know if dangerous research is moved to other countries somewhere by someone but that is not what happened in Ukraine.
As an aside, the genie is out of the bottle. As part of my daughter’s undergraduate work in biology at Dartmouth she was taught the techniques of genetic modification of bacteria and created her own variants as a lab exercise. The need for the ability to deal with the work that “some idiot somewhere” might do is a very serious matter.

That may be her OFFCIAL title, but based on what kind of “information” is being released from the Kremlin, it would have been more accurate to call her “The Director of Russina Propaganda for Vladimir Putin”. You know, for brevity’s sake.

Russia continues to push the story that their invasion of Ukraine was because of Hunter Biden and – wait for it – George Soros and their Bio labs. You gotta give it to these Russians. They really know what American right-wing media are drooling to hear. People on this forum have breathlessly spread their stories. This thread is another example of that.
