No, that is not what Trump said. He said some people with minor cases MIGHT go to work, not that they should or could. The actual quote:
“A lot of people will have this and it’s very mild. They’ll get better very rapidly. They don’t even see a doctor, they don’t even call a doctor. You never hear about those people. So you can’t put them down in the category of the overall population in terms of this corona flu and or virus. So you just can’t do that. So, if you know, we have thousands or hundreds of thousands of people that get better just by, you know, sitting around and even going to work. Some of them go to work, but they get better.”
He is clearly talking about people not diagnosed or treated who go to work not realizing they pose a danger to others.

Part of being Presidential is choosing one’s words carefully. Trump is not Presidential. Whether intended or not, his loose use of words like “hoax” or, in this case, loose talk about going to work while suffering symptoms sends a dangerous message. To millions of people.
Was this statement made out of malice? Does he really want people to be so careless? Probably not. Just his usual stupidity and a misguided effort to minimize a catastrophe emerging on his watch. He is more worried about being blamed than he is worried about the people who will die. His comments about the cruise ship make that crystal clear.
