The bureacratic fighting is about the details of how to get to the reductions by 2030 and 2060 that China has agreed to. THAT does not equate to giving up those goals as you claim. Quoting the WSJ, that is what The DW tells us. I guess you missed that part?

So it would seem. The expanded authority of the economic planning ministry over the environmental planning ministry is also consistent with the law China passed a few days ago that will allow retaliation against foreign investors for economic sanctions their governments impose on China.
Both events suggest China is thumbing its nose at Stumble Joe.
