Sometimes yes, sometimes no. In this case, it wouldn’t have made any difference, since the writer’s point is about more than sources of supply only. The legal consequences of the KN95 ban were probably unintended, but also undesirable.

How about ended forever. Al Qaida in its wildest dreams could not kill as many Americans as the FDA bureaucracy does on a routine basis.
