It’s a business decision. The patent is expired and there are dozens of makers. You can even buy a set of jigs for a milling machine to make your own.
Colt is a high end manufacturer and the low cost makers are driving them from the private market, but police and military buyers are less cost conscious since they are spending other people’s money.

It could also be that the policemen’s and soldiers’ lives depend upon high quality gear. Deer generally don’t shoot back.

Why would that be?
I shoot more rounds per year than they do. As long as you maintain them properly, the AR is very reliable by design.
I have a DPS AR, and it holds up just fine.
But when it’s paid for with taxes, the sky is the limit.
