Rush Limbaugh gave some attention to this report today, claiming that the media is setting the table for a narrative that will depict President Trump as an “unwitting” Russian dupe. I think the prediction has some merit.
For weeks now we’ve been hearing that the Mueller investigation is winding down. Numerous pundits have been warning that Mueller’s final report may fail to connect the president to any criminal conspiracy. No evidence of criminal conspiracy to which President Trump may have been a party has come to light by other means. Hence, making Trump out to be a dupe would be a logical approach to preserving the anti-Trump, anti-Russia narrative.
We won’t know anything with certainty until the new Attorney General releases his summary of Mueller’s report to Congress. For the time being, the drama is in the hands of the media to shape and spin.
Trump will be very, very lucky if the final story has him as an “unwitting dupe.” It is just as likely, if not more so, that he turns out to be a full blown Russian asset.
In either case or anything in between, he needs to be removed from office. If not by the craven Republicans in Congress, then by the American people at the next election.
As for Clapper’s remarks it may well be a case of lowering expectations.

Interference in the election by Russia.
Coordination with Trump campaign.
And obstruction of justice by Trump himself.
Whether Trump was directly involved was not the main thrust. And maybe “unwitting dupe” is the case. But since the president has access to virtually all intelligence “unwitting” is hardly an encouraging defense.
