The context is in the article. Gohmert can’t even spell rhetorical, let alone understand what it means.
And someone who claims to have “unbelievable” SAT scores should know a little bit of something about basic Earth sciences and how we spin around the sun.

The video is contained in a Tweet embedded in the article. The Daily Beast doesn’t quote Gohmert fully. He prefaced his question with the statement, “I understand from what’s been testified to the Forest Service and the BLM want very much to work on the issue of climate change.” He goes on to note that the orbits of the Moon and the Earth and the incidence of solar flares affect the Earth’s climate, which is true. In this context his ultimate question makes perfect sense: Do these two federal agencies intend to work on the issue of climate change as it relates to planetary motion or solar activity?

Of course he was serious. The BLM and the Forest Service are not equipped to address climate change issues that arise from planetary motion and solar activity. One may well wonder how either agency is equipped to address climate change issues at all.

Wow. A whole bunch of words that literally say nothing meaningful.
The Bureau and the Forest service are directly effected BY the effects of manmade climate change. Taking proper actions in forest and land management to help counter the effects, particularly more frequent brush fires, is part of their job. Changing the orbit of the Earth around the Sun or the moon around the Earth is a nonsensical question from a nonsensical representative.
There is no surprise that certain individuals on this forum find it necessary to defend the batshittery.
