Uh yep, normaling is always a reasonable thing to do. So is time shifting to a common origin. Those are purty lookin’ graphs showing the US favorably until you align the star dates of the infections.
Was it anything more than luck? The efficacy of the system, and what is measured by normalized numbers of infections, is the response of the system GIVEN the epidemic. A country that by pure happenstance of no one going there would appear to be a medical Mecca.
