During our Revolutionary period and perhaps all the way up through the Civil War, I imagine there were bright hopes that the plain blueprint of our Constitution would solve this particular problem. But even Benjamin Franklin was skeptical. When asked what form of government had been founded, he famously replied, “A republic, if you can keep it.”
Himself a brilliant diplomat, Franklin surely knew that statecraft and secrecy are inevitable siblings. Starting just from there, the category of things which the ruling classes never can tell the masses expands without natural limit.
It is no wonder, then, that conspiracy theories proliferate. Are they true? is never the real question. All of them are true, as far as they go, or in their own ways. Besides, as Franklin hinted, the more pressing question always remains, Are the conspirators corrupt? As Americans, shall we be able to keep the republic?
David Chibo’s lengthy survey of prominent academic conspiracy theories concludes with a definitive org chart which purports to outline the “hidden” structure of political power in the United Sates. Interestingly, Chibo depicts “The Masses” at the top, with “The Power Elite” at the bottom.
It seems a plausible depiction to me. What’s needed next, as with every org chart, is a discussion of the means by which the lines of communication, responsibility and authority are maintained. What are the formal policies and procedures? To what extent, and at what levels are coercion, as in blackmail or excommunication, employed?
