What a hoot! Sen. Kaine’s proposal empanels a batch of national security experts to sit around discussing climate change, presumably with long faces, although the legislation doesn’t specifically require them.

The Pilot really makes a laughing stock of itself here. The editors seem oblivious to the fact any competent civil engineering firm can wholly mitigate the effects of climate change at local facilities like Naval Station Norfolk. Even without knowing what climate change is. Setting up a knitting circle in the Pentagon is an extravagance. Were Sen. Kaine serious, he would seek an appropriation to fund a national contractor for the work, instead.
Kaine’s bill is veto material. But with a little finesse the president might sign it, I suppose, and use the construction funding for a big, beautiful flood wall along the Rio Grande.
