  1. Sounds to me like just another way, like subsidized flood insurance, to encourage people to live in places that would be better left to revert to wetlands.

    Even discounting predictions of increased sea level rise, it is a fact that Norfolk and Tidewater in general will continue to see an increase in relative sea level rise.

    Nothing will stop that so any place that floods now will flood more in the future.
