I read somewhere years ago that there are only a handful of themes in human interactions and all the books, poems, sagas, etc., are some variation of those basic ideas.
I’m not a musician, but I would imagine that the same goes for Western music. The classical composers plagiarized each other quite readily, incorporating recurring tunes, etc.
Baxter exemplifies this really well in jazz.
There are only 8 notes and they don’t sound good in most random arrangements.
