The two in the background were walking with the wind, and there is no indication, one way or the other, of the existence of a wind shadow.

Interesting, I stayed in that hotel (actually it’s a old motel turned into condos). There is a two-story structure behind the two strollers and a line of short trees.
Enjoy. Look at the aerial and street views and note the direction of the wind.
